Bid Victory Announcement | Our Institute Wins Independent Review Project for Malaysia's East Coast Rail Link

Good news has recently arrived from Malaysia – our institute has successfully won the bid for the Independent Review Consulting Service Project of the Malaysia East Coast Rail Link (ECRL) (Section D). This breakthrough marks "four firsts" in our institute's international development: the first project directly awarded by an overseas rail transit client, the first entry into the Malaysian market, the first successful bid in a consortium with international partners, and the first independent consulting project for an overseas railway. This success not only demonstrates the recognition of our institute's brand influence and technical strength in the international market but also signifies that we have successfully entered the Southeast Asian infrastructure market, laying an important foundation for subsequent railway projects in Malaysia and surrounding countries.

The successful bid is inseparable from the high importance, strong support, and careful guidance provided by the design institute's leadership regarding this project. After the tender announcement was released, our institute promptly formed a bidding team, conducted in-depth research on the tender documents and relevant requirement clauses, and prudently selected consortium member units. Through the collaborative efforts of all team members, the bidding documents were ultimately completed with high efficiency and quality.

The East Coast Rail Link (ECRL) is a high-quality flagship project jointly developed by China and Malaysia under the Belt and Road Initiative. With a total length of approximately 665 kilometers, it adopts Chinese railway standards for systems such as rolling stock and signaling. Upon completion, the project will significantly enhance economic connectivity between the east and west coasts of Malaysia. It is expected to handle over 5 million passenger trips and more than 10 million tons of freight annually, making it one of the most influential rail transit projects in Southeast Asia.

Our institute was directly appointed by Malaysia Rail Link Sdn Bhd (MRL) as the independent review consultant for the project. We will undertake important tasks such as technical standard review, design scheme examination, and whole-process quality control. The systematic integration and application of Chinese standards with local Malaysian requirements will be a key focus. In the initial stage of this project, our institute innovatively adopted an "international consortium" collaboration model, partnering with a well-known local Malaysian consulting firm and a professional team from Hong Kong to form an international consortium. This innovative structure allows us to fully leverage our technical expertise and professional advantages in the rail transit field, while deeply integrating the precise understanding of local market norms, technical standards, and cultural context from our Malaysian partners.

The Malaysian rail transit market boasts broad prospects. According to Malaysia's National Transport Policy 2030 and the Twelfth Malaysia Plan, the government plans to invest significant funds in upgrading the national railway network and building an efficient multimodal transport system – the total investment for the East Coast Rail Link project alone exceeds one hundred billion RMB. Concurrently, the country is actively advancing the expansion of urban rail transit, with the metro and light rail network in the Klang Valley continuously expanding. Major urban rail projects such as the Third Mass Rapid Transit line (MRT3) and the Penang Light Rail Transit (LRT) have received approval from the Ministry of Transport.

This successful bid provides a strategic breakthrough for our institute in exploring the Malaysian market. We will take this as a new starting point, continuously enhance our international competitiveness, deepen local integration, and build a win-win ecosystem. We will actively participate in the revision of Malaysia's national rail transit industry standards, promote the compatibility and mutual recognition of systems like rolling stock and signaling with Chinese standards, and tailor our intelligent and smart rail transit technologies combined with local tropical climate conditions to create customized smart rail transit solutions. This will precisely meet the needs of local clients and continuously empower the upgrading of Malaysia's rail transit industry.
